War crimes, undue influence, and diminished capacity

Dr. Blum worked with the United Nations as a consultant and expert witness in the landmark trial U.N. vs. General Pavle Strugar.  This case created new international guidelines for the assessment of competency to stand trial.

Dr. Blum has also educated judges at the Court of Bosnia and Herzegovina, one of the world's busiest war crimes tribunals, in a training underwritten by the U.S. State Department.  The training included assessment of diminished capacity in witnesses and defendants, and evaluation of claims of excessive manipulation or coercion by soldiers.
